SITUATION
A real estate developer in Middlesex County, Massachusetts planned the construction of a 46-unit multifamily rental building, requiring full-scope civil engineering services to support the project. The site presented multiple challenges related to municipal permitting, site design, and infrastructure development. OBSTACLE
The permitting process was extensive. It involved a zoning change via Town Meeting, multiple zoning variances, two Planning Board approvals, Stormwater Board review, and a Notice of Intent in compliance with 310 CMR 10.00. In addition, the site required a 400-foot sewer extension, roadway design, photometric analysis, and traffic management plans. An AutoTURN analysis was conducted to verify fire truck access and emergency vehicle access. Public hearings and peer reviews introduced community concerns, creating pressure to respond quickly and with precision to maintain momentum. This site consisted of challenging topography that required carful coordination of design.
